The Rubicon Story The organization was founded by its current President/CEO, James R. Sirmans, Jr., CIC, CRM, on July 1, 1983 in Gainesville, Florida. Mr. Sirmans is one of North Central Florida's only Certified Risk Managers. From its infancy, the agency has grown in physical plant, employee size and client base to where we are recognized throughout North Central Florida as "The Source" for many businesses as their Risk Management consultants.
